In August of 2016 the new detention centre JC Zaanstad was opened. The facility is designed to host over 1.000 inmates, including 125 persons in a penitentiary psychiatric centre. Most of the 676 cells are a multi-user type cell. The detention centre is the largest and most modern in the Netherlands. Fokkema & Partners designed a robust interior which radiates calmness and overview. The architecture and functional layout is designed by EGM Architects and the gardens are realized according to a design of Mecanoo. The building is accomplished in a PPS-construction by the consortium Pi2 in a DBFMO-contract for 25 years.
Self-reliance and responsibility for detainees, are central to the design. The orientation of the building is enhanced by the interior design. The overview from the monitoring stations is maximized. Security aspects are integrated into the design, and are not dominant in appearance. Several functions in the building, such as the work rooms, the meditation center, the shop or the gym have their own distinctive color. The hallway and doors leading from the living quarters to those functions have accents in similar colors. Detainees can walk independently through a part of the complex, without surveillance. This increases the autonomy and contributes to a good return to society.
