In July 2012 Fokkema & Partners was, as part of the TBI B30 consortium, selected as one of the three architects to take part in the PPP (Public Private Partnership) for a 30 year DBFMO (Design, Build, Finance, Maintain and Operate) contract.
The assignment was to create an office and meeting environment for the Dutch governmental organisations CPB, PBL, SCP and CBP in a monumental and state listed building in the Hague. The plan emphasises the existing monumental building with high quality interventions which affirm the early 20th century architecture. By removing the 1990th additions two large green patios are created and the existing atrium is transformed into a green ‘room’. The interplay of lines of the monument was used as an inspiration to create a new graphic layer in the building. This is visible in the architecture of the pavilions, but also in the pattern in the floor finishes and the canopy above the espresso bar. By creating visual connections to the park and the patio’s, the building is transformed from an introvert building into an extrovert working environment.
